Dear Rwandans and friends of Rwanda,

As we get close to "Icyunamo", may I please invite you to join this debate?

A. Was genocide carefully planneed? The account of Ruzibiza confirms my own view about alleged planification of the genocide: I believe the invasion of 1990, ethnie oriented political parties and their equally evil youth movements, the utter and uggly hatred sensibilization by RTLM and Muhabula radios, the shameful timely massacres of Hutu leaders in Rwanda and Burundi and the awful shoting down of the presidential plane and other ills were likely to culminate in interethnic war in which the least powerful or numerous was to succumb.

If MRND got machettes, Youth groups in RPF-supported- political parties also had their weapons... remember!!!!!!

I am sorry to say but the UN has never been a neutral body: Romeo Dalaire must tell the world how RPF managed to get extra troupes and ammunition in Kigali despite the UN escort.

I believe he seemingly offer to suggest the plane was shot down by Hutu extremists just to evade answering how RPF managed to get the guns and missiles they used in Kigali and around the airport he was supposed to be guarding....!

I remember seeing a report that conclusively indicated the origine of the missile that was used: It was traced back to Ugandan acquizition from Russians (if I remember well) and thus was passed to RPF through this channel.

B. I invite Hutus, wherever they are, to accept their collective responsibility in genocide (this should under no circumstances get personal except through court conviction) and feel ashamed for it;

Similarly,Tutsis, wherever they are, should accept collectively that they are more than just victimes in their own downfall.

If nothing else, Tutsis, in their sorrow and tragedie that we all share, should particularly seek to know whether their 1990 invasion was ABSOLUTELY necessary and whether the strategies used whilst planning a swift victory (shoting down the presidential plane, timely killings of Hutu leaders etc....) were the most clever they were capable of.

C. I invite Tutsis also to evaluate their 12 years in power: Remember, this is down in the history books as your time in power! Again, there is nothing personal here.

1. Did the timely and strategic exclusion of almost all Hutu leaders who faught alongside RPF, their humiliation, imprisonment and killing, help the reconciliation process? Have you collectively been fair with Pasteur Bizimungu, Rizinde and their fellows?

2. Did the "contre-genocide" or revenge policy especially during the early years of RPF regime cater for the reconciliation process?

3. Did the intervention in DRC and the merciless massacres of Hutu Refugees advance the needed stability and social cohesion?

4. Is the policy that excludes every bright soul, including Tutsis themselves (Sebarenzi etc....), playing down opposition or presiding over a fake democracy and procrastinating the refugee question any cleverer than H.E.J. Habyalimana's?

5. Except the change at the top, is Rwanda now better under a Tutsi regime than what it was under H.E. J. Habyalimana and Hutus? Please examine your collective euphoria of "salvation", much sung ethos of bringing democracy, freedom and solving the problem of refugees...!

6. Are the diplomatic relations with our neighbors better now? Are the leaders now more responsible when it comes to privileges (indemnite's) they allocate to themselves? ( http://www.mdrw.org/rapports%20et%20doc/documents/imishahara%20nibindi.htm - I am not a member of MDR nor do I support its views!)

7. 12 years on, does your policy of holding a rememberance day (icyunamo) for some victimes and not others the best you could come up with? Is it really a national rememberence day?

8. Is it particularly clever to change the constitution, flag, bank noted, national anthem after each successful rebellion? If so, how many shall we have in 100 years?

9. Did you collectively thing discarding historic days for our country such as Kamaramaka etc... was the most bright thing you were capable of?

10. The reforms in the public sector came a few years after rebulding "prefecture"s office and residences for prefets; before then, communal buildings were rehabilitated or built from scratch just to abondon them a few years later when new communal boundaries were designed.... things look less thought through and short sighted, don't you agree?

11. Is the role of the army any different from the previous regime?

As I said, Hutus must collectively accept some responsibilities (genocide and failure to solve the problems of refugees between 1959 and 1990) and Tutsis must collectively accept some consequences of their decisions (invasion of 1990 and all that followed and the mess of their era: 1994 to date).

I believe this way we can all learn from our mistakes, accept our responsibilities as ethnies and then move forward together after acknowledging that, after all, we are all guilty for this enfeebling, empoverishing and intractable mess we are now in!
