Please find below the definition and short sentences about the terms you've highlighted:
1. GACACA court: This is a form of rural justice (organized in villages) where people come together and say what they saw or knew during the genocide (massacre of Tutsis).
Because Hutus are perceived as the "killers", it is expected that Hutus will point a finger at who did what etc...
Please note however that the Tutsi rebellion called RPF (Rwanda patriotic front) and its armed branch Rwanda patriotic army- RPA)mercilessly massacred Hutus civilian during its power quest.
And GACACA does not look into these killings.
During the remembrance day, only Tutsis victims are remembered, and their remains are sought and buried in Honor- but this does not apply to Hutus.
RPF and RPA have killed Hutus during their war campaign 1990-1994 and followed Hutu refugees in DRC where thousands (no estimate yet) were slaughtered. The UN at one point talked of COUNTER-GENOCIDE.
So, really, for GACACA to be the basis of peace and reconciliation, it would make more sens if it looked at all crimes, both by Hutus and Tutsis.
2. RPF: Rwanda Patriotic Front (Tutsis who went in exile in 1959 after they lost power to Hutus). This is a political branch, the army branch is called Rwanda Patriotic Army (RPA)
3. RPA: Rwanda Patriotic Army
4. FAR: This was the national army before Tutsis came to power in 1994. It is in French and translated to English as:Rwanda Armed Forces
5. FDLR: This is a rebellion made of HUTUS, some of whom have participated in the genocide of Tutsis, who are in exile mostly DRC. They buy weapon and have some support with a view to militarily oust RPF/RPA,which is in power since July 1994.
6. Terms used to discredit, label, insult etc... each other.
a. Terms coined by Hutus against Tutsis:
- Inyenzi: This is a humiliating term meaning cockroaches. Hutus used this term each time Tutsis tried to fight their way back into the country. Please note that between 1959 (when Tutsi went to exile) and 1990 (their final winning attack), they had tried several times but were defeated.
- Inyangarwanda: Enemies of Rwanda
- Inkotanyi: Actually RPF still calls itself so, b'se it means "enduring fighters". You can see that even on their official website (Unfortunately their English version of the site doesn't seem to be running) http://www.rpfinkotanyi.co.rw/amatora.htm
NB: calling anyone any of the above in 1994 meant putting a "death" label on him/her!!!!!!!!!!
b. Terms coined by Tutsis against Hutu
- Ibipinga: This comes from Kiswahili to mean "terrible opposition member", but please note the term is very diminutive.
- Negatives Forces: This has been used almost to collectively label Hutus as such, and it means people working for a negative agenda.
- Ingengabitekerezo ya genocide: This means people with the ideology of genocide. And this is again used either collectively against Hutu, or at least against anyone with a view opposite to that of RPA/RPF.
NB: So, the truth is, whereas the ethnic label has been taken away from the national identity, it has been replaced by the use of such terms. If used by Hutus, everyone knows who they are intended for and what they mean, and if used by a Tutsi everyone knows who they are intended for and what they mean.
6. IBUKA: This is an association grouping the victims of the Tutsi genocide.
My view on this is that it is a much needed charity, b'se people living with scars of rape, etc... do really need support: psychological and others.
I also believe there should be another charity of this kind uniting Hutus who lost their loved ones, or who live with similar scars, either from 1990-1994 war, post 1994 revenge or RPA/RPF DRC invasion. It would be really a mistake to believe IBUKA could unite both sets of VICTIMES (even if it was given such a mandate)
Please note Hutus victims are simply abandoned to themselves, and are instead encouraged to honor the Tutsi deads and never theirs on every remembrance day.
