Dear Reader,

As Russia gets neck to neck with UK after allegations it may have been involved in poisoning to death its opponents with Polonium 210, Rwanda is getting neck to neck againt France:

Please follow what's going on in Rwanda few hours after the accusation made by a French judge:

1. The BBC have a summary (please read with caution as UK very close to Rwanda now and when RPF launched a rebellion in 1990 against Rwanda).

2. According to Radio France Internationale
(http://rfi.fr/actufr/articles/083/article_47742.asp ), a poor country like Rwanda living off Western aid by about 70% of its national budged, has decided to:

- Close the French-sponsored school of Saint-Exupéry in Kigali;
- Close the "centre culturel Francais" which offers library and other services;
- Close embassy and consulate, and all the diplomats have to leave in 24 hours!

3. According to a correspondent in Gisenyi (North West), A french couple who are both doctors, had asked for a visa to stay and help at Gisenyi hospital, but the visa was denied even before this furry! As a remindor, the doctor to patient ratio in Rwanda is 1 in 45,000; up to 60% of child births are unassisted by a health professional and infant mortality rate is 123/1000
(if I remember correctly).

4. Like what you saw before the war in Iraq, thousands of people rallying to support their president, burning the flag of UK, USA,and Rwanda did likewise organize protests against France in Kigali and it is expected that a national rally will follow soon.

WHERE DO WE GO FROM HERE?

a. Rwanda might strengthen ties with France's rivals in Africa, such as UK,USA or if suspicious of the latter go to China instead, as has Mugabe of Zimbabwe, Sudanese president and Nigerian president have done.

b. Rwanda might work very hard to discredit France by buying witnesses that show France was involved in training and arming Hutu militia who killed Tutsis in 1994. In so doing, their own crimes and those that may radiate to people who supported their rebellion from 1990-1994 (UK, USA)will be protected (at least a short term peace of mind).

c. Rwanda might fear France will then go neck to neck against Kigali regime by supporting a rebellion made of Hutu (currently operating in DRC). This may make Kigali strengthen its army, curfews and border controls.

d. The president, who has immunity as far as he is still in that position, may chose to be a president for life (at all cost) in order to prevent any arrest when he steps down.

RWANDA'S POSSIBLE EXIT AND SURVIVAL

All will depend on how USA and UK react. If favourable, chasing France won't be costly at all, provided the two other rivals double or triple their aid!
